On May 9, 2016, City Council directed staff to implement a Residential Preferential Parking (RPP) program in the Southgate neighborhood through a stakeholder process. This process kicked off in July 2016, and information pertinent to the program development and implementation will be posted to this website.

As of November 1, 2017, vehicles will be required to display a valid parking permit to park on-street in the Southgate program area for longer than two hours. Residents and employees in the area are eligible for permits. Permits will be available online only.

RPP FAQS

General

Residential preferential parking districts are intended to restore and enhance the quality of life in residential neighborhoods by reducing the impact of parking associated with nearby businesses and institutional uses. The program is designed to provide preferential use of on-street parking to residents and either restrict or eliminate parking for non-resident users during select periods. However, the area included in an RPP program typically allows parking for non-permit holders through time-limit sign restrictions (such as two-hour) to allow for convenient visitor use or service visits. Permits, typically either affixed onto a vehicle or hanging from a rear-view mirror, identify vehicles as exempt from any time-limit restrictions on the street. Vehicles parked on the street without a permit are subject to signed time-limit and may be cited if they park beyond that period.

For the residential streets in the Southgate neighborhood, a modified RPP program area will start on April 1, 2017. The RPP program prioritizes on-street parking for residents through the sale of permits and also makes a select number of permits available to California Avenue Business District commuter employees. This will help balance the parking demand from retail and commercial uses of each district while developing additional parking supply and shifting commuters to other modes of transportation.

The parking restrictions are enforced Monday through Friday, 8:00 a.m. to 6:00 p.m. (City Holidays are exempt). Refer to the City calendar for observed holidays: http://www.cityofpaloalto.org/cals/.

For assistance obtaining a permit, the City has customer service staff available on-site at the City Hall Revenue Collections counter (Ground Floor). Revenue Collections hours are 8:00 a.m.-5:30 p.m. Monday through Thursday and 8:00 a.m.-4:30 p.m. on Fridays, except holidays.

  • Annual permit decals must be affixed on the outside of the rear windshield driver’s side lower left corner, or left side of the bumper. Do not place your permit in any other location. Placing your permit in another location or behind tinted windows shall invalidate your parking exemption.
  • Hangtags or scratchers must be hung from the rearview mirror with the permit information visible from the exterior of the vehicle. Note – Hanging your permit incorrectly shall invalidate your parking exemption.

Serco, Inc. has been contracted by the City to provide enforcement services for the Southgate RPP program. Serco, Inc. employees wear uniforms with identification, and you may see them walking, biking or driving throughout the Southgate RPP Program area.

RPP permits are only valid in areas designated by RPP parking restrictions (green two-hour parking signs noting ‘Permits Exempt’ and specifying an RPP Employee Parking Zone). RPP permits are not valid in City lots or garages, or in any other time-restricted spaces.

Residents

Resident Parking Permits are valid anywhere with posted Southgate RPP parking restrictions, not including other RPP areas, City lots and garages, or two-hour parking in the California Avenue Business District.

Guests may park on street for less than two hours with no permit. There is no re-parking within the same Employee Parking Zone once the two hours have elapsed.
Residents may purchase two transferable Resident Parking Permit Hangtags for $50 each and up to 50 one-day Resident Parking Permits for $5 each. These permits allow a resident or guest vehicle to be parked on-street in the RPP area in excess of two hours.

Residents are eligible for one Annual Resident Parking Permit Sticker free-of-charge and up to two additional for $50 each. These permits are vehicle-specific and cannot be transferred.
Residents may also purchase up to two Annual Resident Parking Permit Hangtags for $50 each and up to 50 one-day Resident Parking Permit Hangtags per year for $5 each.

For your use until the permit arrives by mail, a temporary parking permit is available to be printed at the time of sale. Refunds are issued for annual permits only. A refund of the unused portion will be given only through the third quarter prorated at the quarterly rate. Remove the permit from your vehicle (pieces are accepted) and turn in with the information of the party to receive the refund to Revenue Collections located at Palo Alto City Hall, 250 Hamilton Ave., Ground Floor, Palo Alto, CA 94301. Refunds are calculated from the date the permit is surrendered to Revenue Collections. Revenue Collections hours are 8 a.m. to 5:30 p.m. Monday through Thursday and 8 a.m. to 4:30 p.m. on Fridays, except holidays.

Employees

Employees may park in the Southgate Parking Zone for which their permit is valid.

There are a limited number of employee permits available for sale in each Employee Parking Zone. If the permits have been sold out, select a different zone.

Employees may purchase Employee Parking Permit Hangtags for $74.50 per six months. Employees may qualify for a reduced-price permit for $25 per six months if they meet either of the income requirements listed below:

Employees who earn an annual income which is exactly or less than $50,000, OR
Employees who make a pre-tax hourly wage which is exactly or less than twice the governing city or state minimum wage (whichever is greater)
Proof of income must be provided at the time of purchase.
Employees may also purchase Employee Parking Permit hangtags for $25 each. The one-day Employee Parking Permit hangtag is meant for those who typically commute via other modes and need to drive and park occasionally.

One-day permits are not purchased for a specific zone. Rather, the employee will purchase a one-day permit and a zone-specific permit will be selected at random and mailed. The employee may only use that permit within the Employee Parking Zone designated on the permit.

Serco, Inc. has been contracted by the City to provide enforcement services for the Southgate RPP Program area. Serco, Inc. employees wear uniforms with identification, and you may see them walking, biking or driving throughout the Evergreen Park-Mayfield RPP Program area.

Although there is a cap on the number of Employee Parking Permits sold within the Southgate RPP Program area, the purchase of an RPP permit does not guarantee an on-street parking space.

RPP permits are only valid in areas designated by RPP parking restrictions (green two-hour parking signs noting ‘Permits Exempt’ and specifying an RPP zone). RPP permits are not valid in City lots or garages, or in any other time-restricted spaces.

Visitors

Anyone may park in the RPP area for up to 2 hours without a permit. If you’ll be visiting longer, you may obtain a Resident Daily Parking Permit Hangtag from the resident to use while parking on-street.

If you are a recurrent visitor (such as a caretaker, nanny, etc.), each resident may purchase long-term visitor passes for your use.
